Manufacturers of Drilling Rigs and Pump Supplies:

  • Delivery trucks, between 14,000 to 26,000 GVWR, that are registered by DMV will no longer be
    registered by DMV
     after 2020 once the engine life exceeds 13 years old.
  • Delivery trucks, over 26,000 GVWR, that are registered by DMV will no longer be registered by DMV
    after 2020 once the engine life exceeds 18 years old.
  • There will be less demand for materials used in the construction of new wells, as there will be very
    few drill rigs available to drill new wells.

Drillers:

  • Drill rigs, over 26,000 GVWR, that are registered by DMV will no longer be registered by DMV after
    2020 once the engine life exceeds 18 years old.
  • Support trucks, between 14,000 to 26,000 GVWR, that are registered by DMV will no longer be
    registered by DMV
     after 2020 once the engine life exceeds 13 years old.
  • Support trucks, over 26,000 GVWR, that are registered by DMV will no longer be registered by DMV
    after 2020 once the engine life exceeds 18 years old.

Pump Installers:

  • Pump rigs and trucks, between 14,000 to 26,000 GVWR, that are registered by DMV will no longer
    be registered by DMV
     after 2020 once the engine life exceeds 13 years old.
  • Trucks, over 26,000 GVWR, that are registered by DMV will no longer be registered by DMV after
    2020 once the engine life exceeds 18 years old.

Well Owners (including homeowners, farmers, water districts):

  • The costs to maintain wells will increase due to costs that must be passed on by the various
    organizations that provide the materials and labor.
  • There will be longer delays in getting wells or pumps serviced, and there will increased costs due to
    complying with these regulations, as there will be fewer pieces of equipment and contractors
    available
     to service the well and equipment.
