The State Water Resources Control Board will hold its third public webinar to receive input from interested persons concerning the identification of at-risk domestic wells and state small water systems.
PURPOSE:
The State Water Board Division of Water Quality Groundwater Ambient Monitoring and Assessment (GAMA) Unit is seeking stakeholder feedback on the development of the aquifer risk map. A draft version of the map is available to view prior to the webinar. This webinar will provide an opportunity for stakeholders to learn about the draft map methodology and provide recommendations and feedback on State Water Board staff methods for determining “at-risk” domestic wells and state small water systems.

This meeting is open to the public. Members of the public will be provided an opportunity
to discuss agenda items via videoconference or telephonically. Public comments on
agenda items will be limited to three (3) minutes.

The State Water Board is implementing the Safe and Affordable Funding for Equity and Resilience (SAFER) Drinking Water Program with a set of tools, funding sources, and regulatory authorities designed to ensure that the approximately one million Californians who currently lack safe drinking water receive safe and affordable drinking water as soon as possible. The current list of public water systems out of compliance with drinking water standards can be located on the Human Right to Water web portal; however, it does not include state small water systems, which serve between five and fourteen connections, or domestic wells that serve between one and four connections.

The intent of the aquifer risk map is to help prioritize areas where domestic wells and state small water systems may be accessing groundwater that does not meet primary drinking water standards (maximum contaminant level or MCL). The risk map is required by SB-200 and is to be updated annually starting January 1, 2021. The Fund Expenditure Plan states the risk map will be used by Water Boards staff to help prioritize areas for available SAFER funding. The upcoming map plans to use a combination of available geographic data layers, including a water quality risk layer, a domestic well density layer, and a state small water system location layer.
PROCEDURAL MATTERS
Due to ongoing circumstances related to the COVID-19 emergency, all public
participation will be remote via an online hosted platform. The presentation slides will
be sent out ahead of time and shared via webcast. Questions, comments, and
discussion items will be collected via the webinar.
